Frequency — According to internet domain searches (see Charts 1 and 2), user-pay is most prevalent in Canada when used as part of a compounds noun such as user-pay program and user-pay system. Chart 3 demonstrates a third variant, user-pay principle, which is most prevalent in Canada, but still has a great deal of currency in South Africa. In South Africa, the term is often used in reference to toll roads. Note that all US hits are negligibly low.
